Bagmati panel seeks more teeth Print E-mail

Kathmandu: Members of the High Power Committee for Integrated Development of Bagmati Civilisation today complained that authority deputed to the panel was not enough to achieve the set objective of making the Bagmati and its tributaries clean. Speaking at a ‘Bill Review Programme and Pressure Group Audit of New Legislation’ organised by Nepal Constitution Foundation, committee Chief Mahesh Bahadur Basnet said, “We lack enough power. So we called other government bodies to assist us.” 
“To make other bodies support us in our mission, we prepared the Bill for the Establishment and Management of Bagmati Civilisation Development Council -2066 and forwarded it to the Parliament.” The bill has been gathering dust in the House for the last two years due to apathy on the part of ministers concerned, he added.
Anil Bhadra Khanal, deputy manager at the committee, said the main objective of the Bagmati project was to keep the holy Bagmati and its tributaries clean by preventing direct discharge of solid and liquid waste to the river. “The key issues of the Bagmati River are pollution and encroachment,” he said. “We have not been able to eliminate such problems for want of required authority and budget.” He stated that they had prepared ‘Aryaghat Area Improvement Programme’ to make the area clean, but it needs Rs. 400 million budget.
The bill talks about establishing independent and autonomous council to formulate plans to keep the Bagmati River and its tributaries clean. It also deals with the prohibition of encroachment and activities that block the flow of the Bagmati and its tributaries, among others.
